In the Indian cities of Pune, Bangalore and Nagpur, up to half of residents live in rapidly expanding slums, making it difficult to obtain basic amenities that can often be taken for granted – access to clean water, reliable shelter, and even trash removal. CHF’s current Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) program is bringing together community organizations, NGOs, and local governments to improve the living conditions and future opportunities of slum residents.

 Impact Data:

CHF’s work in India has accomplished the following:
> Served over 29,200 households in 100 slum communities in Gujarat.
> Facilitated secure electricity for 1,613 households.
> Provided financial literacy training to 660 women.
> Helped form and register 90 community-mobilization organizations to directly address the needs of the communities. 
> Established 66 healthcare centers with local partners -- these centers serve over 35,900 low-income patients.

Slum Revitalization in India

The Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP), which is being implemented with the support of the Bill & Melinda Gates Foundation in both India and Ghana, is improving the safety of slums for the urban poor in Pune, Nagpur, and Bangalore by improving housing, water and sanitation, and waste management systems. In the process, youth- and women's groups will also be employed in designing and implementing the programs in partnership with local non-governmental organizations.

SCALE-UP builds upon the recently completed four-year Sahbhagi Yojana 2 Support Program (SY2SP) that improved the lives of over 29,000 families in the cities of Ahmedabad, Surat, and Vadodara in the state of Gujarat. In Gujarat, tens of thousands of families in over 1,200 slums live without sufficient access to water and sanitation. The women in these slums spend hours every day in search of water, and residents grapple with the unavailability of toilets and other sanitary systems. The lack of proper roads that can handle storm water overflows causes slum dwellings to become flooded during the monsoon season, often forcing families to be displaced elsewhere.

SY2SP worked in partnership with the Self Employed Women's Association (SEWA) Network to revitalize the physical infrastructure and increase the social services of slums in these cities, thereby improving the living conditions of residents. Improvements included:

Physical infrastructure:

  • Underground sewerage and storm drainage;
  • Paving of internal roads, lanes, and by-lanes;
  • Street lights;
  • Solid waste management;
  • Landscaping; and
  • Safe and legal electric connections.

Social infrastructure:

  • Community mobilization through the formation of community based organizations comprised mostly of women;
  • Provision of health-related education and services such as community health centers, day care centers, and provision of low-cost generic medicine; and 
  • Easy access to banking and microfinance services as well as financial literacy training.

Such services improved not only the health, sanitation, and safety of the communities, but also increased residents' confidence and ability to voice their needs and manage their community's development.
